Visit of the Ministry of Communication and Digital Affairs Legal Documentation and Information Network team to ITB: Discussing Effective Legal Information Governance

BANDUNG, itb.ac.id – The Legal Documentation and Information Network (LDIN) team of Institut Teknologi Bandung (ITB) welcomed a visit from the LDIN team of the Ministry of Communication and Digital Affairs on Friday, May 9, 2025. The meeting took place in the Rapim A Meeting Room, ITB Rectorate Building. On this occasion, both parties engaged in a discussion on legal document management practices and the notable achievements of the ITB LDIN team.
Raditia Ajie, Head of the Legal Bureau of the Ministry, stated that the visit was part of a broader effort to map out and learn from best practices implemented by leading LDIN institutions across the country.
ITB was selected as a benchmark institution due to its outstanding achievement in being named the Best LDIN Member in the Higher Education Category during the 2024 National Meeting on Legal Documentation and Information Network Management. This recognition serves as a tangible example of successful legal documentation governance supported by a well-coordinated and competent team.
Usep Mulyana, S.Sos., MAP., Chair of ITB’s LDIN and Head of the Bureau of General Administration and Information at ITB, emphasized that LDIN serves not only as a repository for past legal products, but also as a platform for sharing knowledge, fostering collaboration, and envisioning future policies.
“LDIN is not merely an archive of historical legal documents; it also plays a strategic role in shaping present-day policies and preparing for future challenges. That’s why it is crucial to carefully curate and manage each legal document in a forward-thinking manner,” he remarked.
Puji Subakti, S.T., M.Kom., a member of the ITB LDIN system administration team, added that the formation of LDIN was not intended to address just one or two isolated needs, but rather to respond to four key challenges: accessibility, integration, data quality, and sustainability in legal information management.
Since its establishment in 2020, ITB LDIN has demonstrated a strong commitment to the effective management of legal documentation. With support from three core units—the Bureau of General Administration and Information, the Legal Office, and the Directorate of Communication and Public Relations—ITB LDIN has successfully managed more than 20,000 legal documents, including foundational documents dating back to ITB’s establishment in 1959.
This effort is further supported by the development of an E-Office system designed to address challenges related to official correspondence management, document archiving, public information transparency, and bureaucratic reform.

On the other hand, in his closing statement, Raditia Ajie underlined the importance of comprehensive data as the cornerstone of effective LDIN operations. He also noted that this benchmarking activity served as both a source of motivation and an opportunity for the Ministry’s LDIN team to continue advancing and optimizing their role in delivering accurate and accessible legal information to the public.
